Decided carries the call and its arguments. Ask names what is missing. Refused gives the reason.

Every answer comes with its reason.
Router does not guess. When a request is missing a detail, it asks for that detail. When nothing fits, it refuses and says why, so your agent never calls the wrong tool to look helpful.

Questions
Before you start
Is it a large language model?
No. Every decision is made on a CPU by our own models: Rotor Ring (Tier 1), exact and explainable, and Rotor Stack (Tier 2), for the requests that are not exact. A large language model is never part of the decision, and nothing is sampled, so the same request gets the same answer on the same engine version. A large language model (Tier 3), ours or your own, can word the reply after the decision; it never makes the decision.
What happens when a request is unclear?
Router answers ask and names the missing detail, such as an amount or an account. Your agent asks the person instead of guessing.
Can I run it without your servers?
Yes. Download the engine; it is free under Apache-2.0, including commercial use, and decisions on your own machine are never counted.
